Project Description

The companies, which are part of the Companies Network “Cloud4Defence”, aim at increasing the penetration capacity of  of the businesses involved on the local, regional, national and international market.

They jointly will develope business activities, about management consulting and ICT (Information & Communication Technologies), for promoting the evolution of the technological architecture into the Public Administration (particular attention to the administrative structures of the Defense) towards a “Cloud Centric” model .

Potential of the target market

The low use of Cloud Computing’s technologies in the italian Public Administration, especially when compared to the leading countries such as the US and the UK, lead the way to a huge potential market.

As a research by the Polytechnic of Milan demonstrates, the development of cloud computing technologies into the Italian Public Administration, would allow savings estimated at about 5.6 billion euros of costs in five years, thanks only to a process of datacenters’s rationalization. Wider benefits would come from a complete new approach to the governance of IT. The Cloud’s role is critical to share and standardize services, improve technology, processes and organization in the Public Administration. In the Central Government indeed, there are about 4,000 datacenters for a total of 27,000 servers spread throughout the country, whom are employing 7,300 dedicated human resources.

Validation and dissemination of results

The innovation potential of the proposed project, applied to the Public Administration is extreme, not only for innovations of architectures but also for the ICT procurement processes.  Savings would be obtained both in cost management, purchasing and maintenance but also on the organization of procurement processes, meeting the requirements of government about “spending review” procedures.

As for the technology transfer there’s two types:

1) Use of the technologies identified within the Ministry of Defense for the subordinate organizations that are in remote control with a “vertical dissemination “.

2) Use of information technology in other areas of the Public Administration such as the Lazio Region, Municipalities or other Ministries, creating a kind of “Cloud’s re-use” with an “horizontal dissemination”, which is also in line with current regulations (see. Government “Digital Administration’s Code).

Timing and organizational structure of the project: “Insieme x Vincere”

The project, splitted into five stages – parallel carried out – is made up of a series of activities.

Each company, as part of the Network, will be responsible for the management and organization of one or more specific contractual stages.

Each company will be organized with a project manager in charge of the specific assigned objectives that will coordinates with the project manager of the head company which will also be responsible for the entire project.

Cloud Computing is an epochal technological change and its gradual introduction, particularly in Governative environments, (Public Administration and Defense i.e.), as well as in the Industries is already producing the first positive effects.

Undoubted are the benefits of cloud computing which coming through the concentration of delocalized users,  reached by the realization of dedicated networks with response capabilities to the specific needs

The Rome Chapter’s AFCEA with this event wants to offer an important opportunity to take a look on the state of the art about the introduction of Cloud Computing. Will be presented points of view, current experiences and recommendations from qualified representatives of the Public Administration, Defense, NATO and the Industry.

In addition will be presented the legal issues related to the introduction of Cloud Computing and detailed aspects about security deriving from potential vulnerabilities and risks.

It took place in Rome, at the prestigious Department of Automated Information Systems (Resia) of It Air Force, the conference of AFCEA (Armed Forces Communications and Electronics Association) “CyberDefence over Cloud: views, experiences and recommendations”.

Colonel Costantino Russo, which is the Commander in Chief of RESIA, opened the conference with the AFCEA Rome Chapter president, General Antonio Tangorra.

During the conference it was shown the state of the art on the italian Cloud presented by Fabio Rizzotto from IDC Italy and the methodologies for the Cloud Security Governance presented by Alberto Manfredi, CEO of “Cloud Security Alliance Italy.

The Lieutenant Colonel Resta has explained the route taken by the IT Air Force and the Italian engineer Nocentini the point of views of the “Poste Italiane” company.

An Important contribution was made, by videoconference from Brussels, by the General Bologna, on what is doing the NATO on this argument.

Subsequently Lawyer Alessandra Finocchio, as a part of the Technical/Scientific’s  committee of  “Cloud for Defence” has emphasized the importance of contractual aspects as part of the Cloud Computing services acquisitions.

After has been the moment of presentation of the study “Cloud Computing in Public administration’s Departements”, done by the Network’s Companies “Cloud For Defence” (www.cloud4defence.eu).

Leandro Aglieri, CEO of Cloud for Defence, has explained that the major concern of public administrators with the transition to Cloud Computing concern the “lack of trust for the protection of data privacy.”

Cloud for Defence, that uses the Star methodology of Cloud Security Alliance, aims to provide to P.A. decision-makers, the awareness of security levels for each of the architectures, already implemented or planned to be adopted.

At the closure of the meeting, major Industries, that produces the “building blocks” of the Cloud, has presented their solutions:
IBM’s engineer Pullo, Business-e with Mr. Mancini and SELTA’s CEO Dr. Tagliaferri.

The CEO Aglieri: “Cloud Computing and Company Networks are the solutions that will provide lots of benefit in the next five years to the Public Administration and Defense Industry, thanks to the Data Center’s optimization. The proposal “C4D Network Project – The Public Administration Cloud Computing” has won the tender notice “Insieme x Vincere” of Lazio Region, which is a local administration’s leader in innovative solutions.

ROME – Cloud Computing and Company Networks: 

‘Cloud4Defence’, a successful design created to modernize the Italian Public Administration, through the innovation of technology and of companies’ structure. Is a part of a major revolution that will utilize Cloud platforms e Big Data solutions as technological components, essential to the digital services’ development for ‘Smart City’: the “intelligent cities” of the near future.

SAVINGS - If the Public Administration uses the cloud computing, it will lead to a cost saving of 5.6 billion euros in the next 5 years, thanks only to the rationalization of the Italian Datacenter, as confirmed by a study of the Politecnico of Milan in 2012. Yet, it is just one of the many benefits of using Cloud Computing, in governance models of IT in the public sector.

CEO LEANDRO AGLIERI – “Public offices might be replaced by multimedia communication”. This is what Leandro Aglieri, CEO of ‘Cloud4Defence’, said. Cloud4defence is a company network created to promote the innovative technology of the Cloud Computing in the Public Administration, especially in the National Defense sector. “Currently, in the Italian Central Public Administration, there are over 1.000 Data Center, making a total of 27.000 servers all over the national territory, in which operates 7.300 human resources. CEO Aglieri said that there are also local Public Administration Data Centers (Regions, local authorities, Healthcare) which have 13.000 operators. So, all together, Data Centers release an amount of CO2 equal to 325.000 cars in a year!  238 million of kg of CO2 for the Central Public Administration and 278 million of kg for the local ones. / The Cloud would bring environmental benefits, improving living standards.  ‘Cloud4Defence’ will accelerate the adopting process of the Cloud Computing in the Public Administration, and will bring economic savings and improvements of the services provided to citizens”.

THE ANNOUNCEMENT- The Project ‘C4D Network Project –Cloud Computing for Public Administration’ has obtain the regional funding for its innovation and research, in “Insieme x Vincere” a regional competition published on May 2^nd ,2014 in the “Official Journal of Lazio Region”.   LAZIO REGION – “Thanks to this decision, Lazio Region is among the leader regions who have adopted innovative solutions, that will improve the modernization of the Public Administration.” Aglieri: “Over the next few months, the launch of the project will involve main departments and some organizations of the Public Administration, besides Lazio Region.”

CHANGES IN THE PUBLIC ADMINISTRATION- Aglieri: “I strongly believe in this project. The Cloud computing can create a network between companies, because its application requires multidisciplinary skills: technological, legal and of security, in order to go with the change of the working processes”. “Inside the Company Network, established with the support of Bic Lazio and operational since the 3^rd of October, 2012, each company will have its own role, avoiding duplication and conflicts. This will bring benefits to the main client: the Public Administration. Cloud4Defence Network, is “guided” by consulting companies and technologies that are independent from hardware and software providers. So, it claims to be an ideal partner for the Italian Public Administration, with a special focus on the emerging countries of the rest of the world. “

LEANDRO AGLIERI – Leandro Aglieri, has a degree in political science and economics (former Sda Bocconi). He has a long  career as the Chief Officer of Arthur Andersen, a holding company that provides auditing and consulting services. In 2003, he has established LA Consulting innovation management, and he is still its CEO. He is also the CEO of ‘Cloud4Defence’, the company network created to promote the Cloud computing in the Public Administration, and he has written many articles about it. He is the vice-president of the Board of AFCEA Rome Chapter. He spoke in many conferences, workshops and in universities.

Abstract:  Cloud Computing is now considered an irreversible process of innovation of ICT. Its market is growing faster than the traditional ICT market, which in these last years has highlighted negative trends. In the Defense sector, especially in the US, many studies and preliminary assessment has been done on the adoption of this new paradigm. In some cases, strategies over the adoption were created (DoD – Cloud Computing Strategy), and also some clouds projects were launched for the rationalization of preexisting ICT infrastructures (DISA).

On the round table, there will be a discussion over opportunities, risks and strategies about the adoption of the Cloud Computing paradigm, in the Italian Defense.

During the first part of the debate, the opportunities of using the cloud will be discussed, especially within the framework of ICT infrastructures and services, supporting the Administration. Subsequently, cloud safety requirements will be analyzed for the implementation and distribution of Xaas services in the Defense sector. The debate will end with a discussion about the offer and the assessment methods of Cloud Providers for the Defense.

Cloud computing and network of companies, in other words the innovations in both technology and the organization of companies, are the roads to development.

This is what Leandro Aglieri thinks. He is the managing partner of the consulting firm “LA Consulting”, and he is about to became the president of the company network “Cloud4Defence network”, create to bring technology in the cloud computing (the “cloud” which makes it possible to memorize, file and elaborate data by using hardware resources and software available on line) in the public administration, especially in the National Defence sector.

Aglieri said that: “The ‘cloud computing’ creates a network between companies, because its application requires multidisciplinary skills: technological, legal and of security, in order to go with the change of the working processes.”. Inside the Company Network, established with the support of Bic Lazio and operational since October . “LA Consulting” will take care of the business and Ict strategies, of the architectural design of the cloud computing and will direct the work about the executive projects of the cloud computing.

Aglieri believes that the features of the cloud computing, combined with the current economic situation, make it essential for the public administration. But there is a risk that it might be operating following the suggestion of the individual technology providers.

On the contrary, C4D Network is “guided” by consulting companies and technologies that are independent from hardware and software providers. So, it claims to be an ideal partner for the Italian Public Administration, with a special focus on the emerging countries of the rest of the world.
